HISTORIC STREETSCAPE DESTRUCTION

 

At the August SPAR Board meeting, a number of residents questioned the City's policy on replacing the few remaining brick paved streets.  This issue, which has been simmering for some time, came to a boil because, when the City recently repaired Pearl Street, it asphalted over the pavers at the roundabout at 4th.  This article will address that issue and the broader issue of preservation and restoration of all of our historic architectural streetscape materials such as granite curbing, brick pavers in our streets and on alley aprons and sidewalk pavers.

 

After a number of inquiries, we found that in 2008, the issue of preserving the brick pavers was raised with the City.  The City at that time stated emphatically that they would not repair or replace brick pavers because it was too expensive compared to asphalt.  They did concede, however, that removed pavers would be preserved for Springfield uses such as ally aprons and roundabouts.  We also know the City will not replace the historic granite curbs and sidewalk pavers, presumably because of cost, but instead uses ordinary concrete.

 

The "concession" to save the pavers is, of course, meaningless if the City paves over the pavers.  We also know that previously "saved" pavers have disappeared.  In any case, we firmly believe that brick pavers and other historic streetscape materials are an integral part of an historic neighborhood.  Many other cities such as St. Petersburg, Tampa and Orlando have conscientiously sought to preserve their historic streets.  In fact, Winter Park is tearing up its asphalt streets and replacing them with pavers!  Many also argue that, in the long-run, pavers are more cost effective and better for the environment than asphalt.

 

The SPAR Board unanimously adopted a resolution urging the City to reconsider its position and replace all brick pavers that it removes.  This resolution was presented to the HPC on August 25, and they adopted a similar resolution.  The HPC was also asked by SPAR Executive Director Brenda Boydston to create a subcommittee to study the streetscape issue.  Next we will be meeting with the Public Works Department.

Block Captain News

Due to popular demand, the Block Captain's monthly neighborhood clean ups are now taking place on the 2nd Saturday of each month. The "Second Saturday" clean ups will still be 10am-12 Noon each month, and will continue to focus on cleaning up neglected or abused pockets of the neighborhood.

The focus for the September clean-up (9/11/10 from 10am-12 noon) is Confederate Park, in preparation for

SACARC’s “Dog Days in the Park” event later on in the month.

    Please contact SPAR with the location of any cave-ins and potholes that you see in Springfield. Tell us how long it has been there and the approximate size. Greg Corcoran of JEA let us know that if the pot hole/cave-in lines up with the sanitary sewer (it will be in line with a manhole cover that has a sanitary sewer imprint), it is probably a sewer cave in. He cautioned that it might take some time to fix the problem as they “can’t just throw some dirt into the hole.” We will submit the locations to the City and track the repairs. Every ton of recycled paper conserves 3 cubic yards of landfill space, saves 4,000 kilowatts of electricity, 7,000 gallons of water, almost 4,000 gallons of oil and reduces your carbon footprint. Please bring newspapers, magazines, office and school papers, catalogs, mail, shredded paper in clear plastic bags, envelopes, folders, and paperback books to the yellow and green bin. It’s a great way to keep the clutter out of your home and support Springfield programs and the environment at the same time!

 

The bin is in the large, open field beside the Jacksonville Printing shop at 1326 N Main (west side of Main St.). Thank you so much for supporting your community by bringing your paper to this location. Paper only, please. No cardboard, plastic, metal, glass or trash.

SAMBA REPORT TO BUSINESSES IN SPRINGFIELD

SPECIAL REPORT – the Springfield Revitalization Roundtable, July 7, 2010

 

Each quarter, SPAR Council sponsors a public meeting for city departments and public agencies to report on activities that are relevant to revitalization in Springfield.  Don Downing, SAMBA President, represented SAMBA at the meeting.  Following is a brief summary of items that were discussed and that are relevant to businesses in Springfield.

 

  • Public Works \ infrastructure – Ongoing maintenance of median and streetscape landscaping along Main and 8th Streets was discussed.  We also discussed funding to maintain the median lighting on Main Street and safety issues related to shrubs near the intersections.  Initial approval of these projects seems to have included an agreement that local groups would accept maintenance responsibilities.  Don’s comment – We need further discussion with SPAR, SAMBA and others to address these needs.

 

  • Neighborhoods – The 9th & Main RFP [request for proposal] is almost complete and may be ready to go out by the end of August.  Proposals to purchase and open a business at this site will be reviewed and selected by City staff.  Both the City and SPAR have been contacted by a number of potential bidders.

 

  • Project New Ground is the Ash Remediation project in southwest Springfield [primarily south of 8th and west of Main Streets].  An effort to use clear language concerning property records is proceeding.  Staff will soon meet with lenders to seek satisfactory language that will not inhibit commercial or residential property from being sold.  To get more details about the project call 904-357-8077 or see www.projectnewground.org.

 

  • Watch for new directions from SPAR Council and LISC [Local Initiatives Support Corporation] related to commercial revitalization.  SPAR will post an updated strategic plan on an updated web site in the next few weeks.  Their strategic plan will focus on leadership, preservation and restoration.  LISC [formerly funded the SPAR Commercial Revitalization program] will roll out a new focus on sustainable communities, which may involve creating a quality of life plan covering a wide range of issues.  LISC will select 3 to 4 of about 20 neighborhoods, hopefully including Springfield, as the focus of the Jacksonville program.  Don’s comment:  SAMBA will monitor how both SPAR and LISC address business improvement and commercial revitalization in the coming months.  We will plan to participate in efforts related to our business community.

  • Other topics discussed include: The new car wash at 4th and Main [NW corner] received historic COA approval, conditioned on fencing limited to 6 ft.  Installation and maintenance of street and alley lighting was discussed.  The Weed & Seed crime prevention program has partial funding and is seeking grant money for a planning effort.  Police are recovering some property from recent thefts with cooperation of the Pawn Shops. 

 

  • Some new businesses opening soon include: Sweet Pete’s [chocolate shop], Don Justice karate studio [7th at Walnut], and the native food restaurant [4th and Market].

 

 

REMINDER – Come visit the UNF Small Business Development Center Counselor at  the SPAR Council office.

 

SPAR has joined with the Small Business Development Center (SBDC) at the University of North Florida to provide free technical assistance and confidential guidance to business owners in Springfield and the surrounding area.  Counseling is available at the SPAR office on the second Tuesday of each month.  Call the UNF-SBDC at 904-620-2476 for an appointment to see a counselor at SPAR or any of the other SBDC locations.  Use this one to one counseling service as a sounding board for your ideas or to start addressing a particular issue or concern.

 

Business Memberships in SAMBA and SPAR Council

 

Both organizations are seeking to improve the business environment of Springfield.  We partner together to promote existing businesses through a business flier program [membership results in your business being highlighted on the flier and periodically included as a featured business].  Your participation and support in both organizations is needed.

 

  • SAMBA (Springfield Area Merchants and Business Association) provides – a forum and educational resources for businesses to meet and discuss important issues, promotion of Springfield area businesses through business fliers and window stickers, link to the web site at www.sambajax.org, access to social media such as Facebook and Twitter, and advocacy for the needs and interests of area businesses. We will soon be initiating a program to help our local businesses join the 3/50 project.  For the remainder of 2010 your may join SAMBA with no membership fee.  Usually, single business membership is $120 per year.  Come to our general meeting on the second Thursday of each month at 6 PM at CityKidz Ice Cream Café [no meeting in August].  For membership information and other assistance concerning business needs in Springfield, contact Don Downing, President 904-239-0943.

 

  • SPAR Council, Inc. provides Main Street streetscaping and other public improvements, business counseling through the UNF\SBDC, a strong relationship with public officials such as the Mayor and Sheriff, and a voice for Springfield in important public decisions.
